However, it seems that all new features from Apple are hard to escape bugs and needs time to fix. Now that Apple didn't give an official solution for Continuity Camera could not import photos from iPhone problem, you can try to tackle it by following the below suggestions.

1. Someone has spoken to the Apple guys and get the answer that macOS Mojave Continuity Camera not working is possibly an issue with iOS 12.1 beta. He tried the feature on his iOS 12 iPad, and it worked well. So, if your device is shipped with iOS 12.1 beta, you can try to downgrade to iOS 12 or upgrade to the newest iOS 13 to see if it works.

2. To make macOS Mojave Continuity Camera feature work normally, there are four basic requirements. First, make sure both Mac computer and iPhone is up to date. Second, assure that both your iPhone and Mac are connected to the same WiFi network. Third, ensure to enable Bluetooth on both devices. Last but not least, both your iPhone iPad and Mac need to be logged into the same Apple ID, otherwise macOS Mojave Continuity Camera won't work if the accounts are different.

3. To open the Camera app to take photos on iPhone, you'd better first unlock your iPhone before choose to "Import from iPhone or iPad" to Take Photo on your Mac.

4. macOS Mojave Continuity Camera function sometimes fails to work because of iCloud. You can try to sign out iCloud and sign in again on both platforms to solve Mojave Continuity not working.
